Ministry of Science: 1.5 billion euros from Horizon 2020 is an attainable goal for Poland

With more than 70 billion euros budget of the EU\'s research program Horizon 2020, Polish science should obtain 1.5 billion. The goal is ambitious, but attainable - Undersecretary of State in the Ministry of Science Jacek Guliński said at a parliamentary committee meeting.

"Financial perspective 2014-2020 should be a good time for Polish science and higher education, at least from the point of view of access to funds" - said Undersecretary of State in the Ministry of Science and Higher Education Jacek Guliński.

During the meeting of the Parliamentary Committee for Education, Science and Youth, he presented the Minister of Science report on the support for Polish science and higher education from European funds in the new financial perspective 2014-2020.

Guliński reminded that in addition to the money from the structural funds, Polish scientists can apply for funding from the EU’s seven-year Framework Programme for Research and Innovation - Horizon 2020.

"Representatives of dozens of countries compete for the Horizon 2020 money. Although its budget for the next few years is more than 70 billion euros, the competition is tough, and no money is reserved for any particular country or institution. The ambitious goal that we set for us is to get 1.5 billion. This result will be a success. The goal is ambitious, but attainable" - said Guliński.

He emphasized that obtaining funds from Horizon 2020 is a big challenge, which is why the Ministry of Science announced the "Pact for Horizon 2020" to mobilize Polish researchers to reach for the European Union funds. The pact was signed by 340 scientific institutions.

Ministry of Science - said Guliński - implements programs including the "Grants for Grants", which distributes funds for future research project coordinators so that they have the money to build consortia and prepare projects for the European Commission. Another program is "Ideas Plus" that awards funds to projects that received high scores in prestigious European Research Council competitions, but failed to win. He announced in the next financial year, bonuses will also be awarded to the scientists who write, apply, and above all win grants. "I hope that these measures will help achieve the absorption level that we hope for" - said Guliński.

He noted that it is a good chance to achieve that, because in the first 38 Horizon 2020 competitions, Polish success rate (the ratio of the number of proposals funded to the number of applications submitted) reached 15.8 percent, 2 percent higher than the EU average. In 800 projects that have been awarded funding in Horizon 2020, Polish scientists are involved in 127. In 11 projects Polish researchers are the coordinators. "This is just one swallow that does not make spring, but if we continue down this path, we can expect success" - said Guliński.
