Expenditures on higher education in 2013 will exceed PLN 12 billion

In the draft budget law for 2013 spending on higher education will amount to a total of over PLN 12 billion, and spending on science - more than PLN 6 billion. Salaries at universities could rise by up to 9 percent, according to the Ministry of Science.

In the draft budget law expenditures on higher education amount to PLN 12.188 billion. "These are expenditures in general. Note that six ministers exercise supervision over universities, including the Minister of Health supervising medical colleges, and the Minister of National Defense supervising military schools" - the press office of the Ministry of Science and Higher Education informed PAP.

The higher education budget of the Ministry of Science is PLN 10.47 billion. Compared with 2012 it increased by 1.28 percent.

In addition, the draft budget law for 2013 includes funds for increasing the salaries of employees of higher education institutions exceeding PLN 907 million. More than PLN 744 million for salary increases comes from the Ministry of Science and Higher Education budget, with the remaining funds million for salary increases for employees of universities included in the budgets of other ministries (including health and national defence ministries). With these funds, wages could rise by an average of 9.14 percent, according to the Ministry of Science.

The increase amounts for particular employees will be determined by university rectors. This applies to both academic teachers and administrative staff.

"Universities are autonomous and run their own personnel policy. The government increases funds for salaries, but that each university decides what its needs are, and whether it he wants to invest in young staff or in best teachers" - said Prof. Barbara Kudrycka, Minister of Science and Higher Education.

The budget for next year will include PLN 235 million for pro-quality grants. The grants will be awarded to the best universities, including those that have the best programs of study, and to the Leading National Research Centres.

Expenditure on science in 2013 will amount to PLN 6.4 billion. They will increase by 1.34 percent compared to the year 2012.
