Ministry of Science prepared a program for open access

Polish students and researchers will be able to freely use open repositories, digital libraries, free journals and publications. Last week on Tuesday the Ministry of Science announced the adoption of the strategy of open access (OA) to the scientific content.

"Open Science means opening up access to scientific research results, which until now were available only in expensive specialist periodicals. Science is financed with public funds, so its results should be available to the public" - commented undersecretary of state in the Ministry of Science and Higher Education Prof. Włodzisław Duch.

The document "Directions of development of open access to publications and research results in Poland" recommends, inter alia, open access publishing of publications resulting from public funding, sharing research data in an open access, creation of open repositories of such data and disseminating information and organizing training courses on OA by the National Science Centre, National Centre for Research and Development and others. According to the recommendations, research funding institutions, universities and research institutions should set their own OA policies, which would require scientists to publish in OA. Assumptions of the document are presented in the Ministry of Science release.

According to the ministry’s plan, the policy of open access will be introduced gradually - initially the OA IP will be recommendations, later the use of OA should become mandatory.

"In the Virtual Library of Science we already have access to the majority of specialist journals in Poland, besides we guarantee - by financing the licenses by the Ministry of Science - public free access to the most important scientific publications and several books by publishers such as Springer, Elsevier, Wiley, Nature Publishing and others" - noted Włodzisław Duch.

The ministry adopted the draft document about open access in September. It was created with the support of the Advisory Team for Open Access to Scientific Content. Its members were experts from institutions interested in this issue: libraries, universities, scientific institutions, editors of scientific journals and scientific publishers.

The program was created in the ministry after public consultation and comments from the scientific community. The document contains recommendations for research institutes and research funding agencies, as well as for the Ministry of Science.

The Ministry of Science is to coordinate cooperation of the National Science Centre, National Centre for Research and Development, Polish Academy of Sciences, CRASP and the Main Council of the Research Institutes with regard to open access and transition of Polish journals to OA.
