Launch of the National Congress of Science in Kraków

Details of the draft Law on Higher Education and Science will be presented by Minister of Science and Higher Education Jarosław Gowin during the National Congress of Science, which began Tuesday in Kraków. The two-day meeting is attended by nearly 3000 representatives of the academic community.

Rector the Jagiellonian University Prof. Wojciech Nowak opened the Congress. "We have been discussing this law for 1.5 years (...) We are doing it because we feel the need for change, a change that help us function better, grow more dynamically and have better contacts with the world and Europe" - he said. He also thanked Deputy Prime Minister Gowin for choosing the Jagiellonian University to host the meeting.

 

On the agenda, before the speech of Deputy Prime Minister Jarosław Gowin, there is also a speech by Prof. Georg Winckler, chair of the panel of experts from the European Commission, who prepared a report on the reform of higher education.

 

Before the presentation of the assumptions of the new law, so-called. Law 2.0 also known as the "Constitution for Science", the chairman of the Council of the National Congress of Science, Prof. Jarosław Górniak from the Jagiellonian University will speak.

 

The new law on higher education and science merges the provisions currently included in several laws. These include: the Law on Higher Education, the Law on the Financing of Science, the Law on Academic Degrees and Titles, the Law on Student Loans.

 

During the two-day congress, academics will discuss specific legislative proposals. This is the beginning of more than two months of public consultation on this project. The Ministry of Science and Higher Education wants the new higher education law to become effective from 1 October 2018.

 

The meeting in Kraków is a summary of several months of debate on university reform in the academic community. More than a year ago, the Ministry of Science launched a competition for the assumptions for the draft law. Three independent teams worked on preparing those documents. In addition, from October 2016 to June 2017, nine academic centres held the National Congress of Science program conferences devoted to the problems of the preparation of new regulations for science and higher education. There were also many other meetings, debates and consultations.

 

The National Congress of Science takes place at ICE Kraków Congress Centre. Almost 3000 participants registered for the congress, not counting about 200 accredited journalists. The meeting is broadcasted on the websites of the Ministry of Science and Higher Education and the National Congress of Science (www.nkn.gov.pl).
