Gowin: In 2017 we will establish the National Institute of Technology

In 2017 we will establish the National Institute of Technology, which will be the scientific base for the Morawiecki\'s plan; will also establish the National Agency for Academic Exchange that will facilitate attracting foreign students and scientists to Poland - said in an interview with PAP Deputy Prime Minister, Minister of Science and Higher Education Jarosław Gowin.

"I am a conservative, so I believe in evolution, in reforming Polish science and universities step by step. The year 2017 will be crucial, because this year we will present new draft law on higher education, long awaited by the academic community" - said Deputy Prime Minister.

He also announced the establishment of the National Agency for Academic Exchange. "This way we will address the request that has long been formulated by scientists. This institution would be responsible for the system of international cooperation, it would create a systemic solution to help Polish students and scientists go abroad on scholarships, but also facilitate bringing many students and researchers from abroad to Poland" - said Gowin.

He added that in 2017 the Ministry also intends to reform the research institutes and establish the National Institute of Technology. "This institution will be the scientific base for the Morawiecki\'s plan" - he noted.

Gowin also summed up the year 2016 in science. "Firstly, we have avoided conflicts with the academic community, and that no small feat, because it is well known that this community is quite sceptical about our political camp. We have implemented the deregulation law, which began the process of a radical reduction of bureaucracy at universities. The law on innovation has been passed, which builds a bridge between science and business. We started very broad consultation, the culmination of which will be the National Science Congress (19-20 September 2017), during which I will present the new law on higher education" - he emphasised.

Deputy Prime Minister expressed the opinion that this was a very intense year. "I\'m very happy with it" - he added.

The National Agency for Academic Exchange (Narodowa Agencja Wymiany Akademickiej, NAWA) will begin operations at the latest by January 2018. Its tasks will include supporting universities in their internationalisation and contributing to increased cooperation between science and economy. NAWA would also offer a scholarship scheme for both Polish students and researchers going abroad and foreign students and researchers coming to Poland. One of the tasks of the Agency will also be a grant program supporting the return of Polish scientists to the country.
