Dardziński: National Institute of Technology will make life easier for researchers and entrepreneurs

Establishing the NIT will facilitate the commercialisation of research; it will also facilitate the acquisition of knowledge by Polish entrepreneurs; we now have an organizational structure that is not adapted to the specific nature of the modern economy, it is fragmented, dispersed, and organizational issues by their nature are beyond the capability of a single institute - said Deputy Minister of Science and Higher Education Piotr Dardziński.

"The National Institute of Technology is a proposal to establish a new organizational unit, which will allow to better use the potential of scientists and combine it with the growing needs of innovative entrepreneurs" - said Dardziński.

Deputy Minister of Science emphasised that "today we have an organizational structure that is not adapted to the specific nature of the modern economy, it is fragmented, dispersed, making it difficult, for example, to pursue large multidisciplinary projects, manage often complex intellectual property rights, and effectively use existing research equipment".

A large part of the work of the institutes is not directly related to research, but its commercialisation and contacts with entrepreneurs. An example is the issue of intellectual property protection. "Today each of the institutes has its own intellectual property protection strategy, which hinders joint projects, because theoretically they are competitors. Meanwhile, it is our common property, because all of these institutes conduct research with public funds" - noted Deputy Minister of Science and Higher Education.

According to Dardziński, the NIT will allow to "use the existing potential through synergy, combining what is now fragmented among over 115 institutes". According to the ministerial guidelines, scientists should primarily deal with research, and administrative issues "are taken over by the centre, which thus also becomes cheaper".

Consolidation of institutes is also expected to result in the creation of a recognizable brand on the science market. "Today entities compete for research projects at the European level, at the global level. It is more difficult to build a recognizable brand of a Polish institute, if it is a medium-sized or even small institute" - emphasised Dardziński.

NIT membership is expected to be voluntary, depending on the decisions of individual ministers and institute directors. "We would like the NIT members to include those institutes that have the greatest scientific potential and can become actively involved in the implementation of projects defined in the Strategy for Responsible Development" - he explained.

According to forecasts, the NIT would start its operations at the beginning of 2018, but the full consolidation - Deputy Minister of Science noted - will be a long process. "We are aware that the issues of transformation of these institutes will take both time and money. We do not want a revolution, we want to ensure stability of these processes" - emphasised Dardziński. The idea is to ensure the safe transfer of the ongoing projects. The new system is expected to be introduced within two years.
