Ministry of Science plans to introduce doctoral degrees for implementation

Ministry of Science plans to launch a program that will allow to obtain a doctoral degree for implementation work. PhD student employed at a company would work on his or her doctorate in a scientific unit and receive a scholarship amounting to nearly 2.5 thousand zlotys.

"We are looking for mechanisms that would bind scientific community with business in a sustainable manner" - said on October 14 Deputy Minister of Science Piotr Dardziński, presenting implementation doctorates program at a press conference in Warsaw. "Those who are considering a career in research, often face a dilemma: stay at the university and devote their time to their passion, or move to private sector, earn more, but not be scientists. We wanted to eliminate this dilemma, create a situation in which they would be able to do both" - said Deputy Minister of Science.

Ministry of Science and Higher Education prepared an implementation doctorate program. The purpose of PhD projects of this type is to solve a specific problem of an entrepreneur. They are carried out in a dual system, which means that a PhD student works on the project at a scientific unit and in a company.

"PhD student would be employed full-time in the company. The doctorate will, however, be pursued in a scientific institution. From us, doctoral student gets a scholarship: 2450 zlotys, and on top of that the employer should pay at least the minimum wage" - said Deputy Minister of Science.

In addition - according to Dardziński - employers will be allowed to deduct 50 percent labour costs from the tax base. "What are the benefits for the entrepreneurs? Firstly, they can employ skilled employees. Secondly, they will get funds from us to ensure that such skilled worker is even more satisfied financially. Thirdly, they will sets a research agenda of interest to them, and the costs of the entire process will be largely tax-deductable" - said the Deputy Minister of Science.

Research unit, supervising the process of writing a doctorate, will receive the lump-sum grant to cover the costs of use of research equipment. "We anticipate that most of the research will be conducted not in the companies, but at universities. They will bear the costs and we want to reimburse these costs" - said Dardziński.

Ministry of Science plans that the program could benefit up to 500 people per year. "It\'s a very ambitious number. We hope that the defence rate of these doctorates will be high" - emphasised Dardziński. "We would like to quickly promote new personnel, new researchers who will have both scientific and practical expertise" - said Deputy Minister of Science.

The proposal of the Ministry of Science also opens an opportunity to obtain - on the basis of achievements in implementation - of privileges equivalent to the privileges of habilitated doctor. With this option, however, will only be available to those research units, which have the right to confer postdoctoral degree.

The draft amendment to the Law on Scientific Degrees and Academic Titles and Degrees and Title in Art will now be subject to public consultation. Later, it will be submitted to the Parliament as a government project. "We want the new recruitment for PhD studies in the academic year 2017/18 to be carried out according to the new regulations. For this to happen, the provisions should enter into force earlier. We would like it to happen in the spring of 2017" - said Dardziński.
