Minister of Science appointed members of the Council of the National Congress of Science

Last Wednesday, Minister of Science appointed 52 scientists as members of the Council of the National Congress of Science, whose task will be to prepare proposals for reforms in the new law on higher education. Prof. Jarosław Górniak from the Jagiellonian University was appointed President of the Council.

Assumptions of the law are being prepared for several months now by three independent teams selected in a competition organized by the Ministry of Science. At the same time, during the current academic year there will be a debate organized as part of the program conferences that precede the National Congress of Science. The assumptions for the new law will be presented by the Minister of Science during the final session of the National Congress of Science in September 2017 in Krakow. The document will govern the higher education area.

"For us in this complex undertaking, which is the modernization of the Polish science and Polish universities, the Council will indeed be the most important body of opinion leaders" - said Deputy Prime Minister, Minister of Science and Higher Education Jarosław Gowin during nomination ceremony.

The Council appointed by the minister is composed of 52 scholars, including representatives of the humanities, social, medical and technical sciences. Gowin said that they are both experienced leading Polish scientists known in the world, as well as young professors.

Prof. Jarosław Górniak, the founder and director of the Centre for Evaluation and Analysis of Public Policies at the Jagiellonian University in Kraków was appointed President of the Council of the National Congress of Science. Prof. Górniak is Dean of the Faculty of Philosophy at the Jagiellonian University since 2012. He has published over 70 peer-reviewed articles and chapters in scientific publications in the field of sociology and economics. He received master\'s degree in economics from the Cracow University of Economics, and in sociology from the Jagiellonian University. He continued education, among others, at Hertford College, Oxford University and the University of Cologne.

"The awareness that Polish higher education, Polish academic community needs new regulatory framework, is already mature" - said Prof. Górniak. In his opinion, it is a good thing that the new concept of the Law on Higher Education is not created hastily, but after a long deliberation, and it is accompanied by a deeper discussion in the scientific community.

"We can not look for experts outside because we are the experts. But not in the sense that we ascribe glory to ourselves, we should only accept responsibility" - added the head of the Council of the National Congress of Science.

Prof. Górniak explained in an interview with PAP that the council will organize monthly program conferences, which "will touch the basic problems that we encounter in academic life". These meetings will be held in various cities in Poland, between October 2016 and July 2017. During the next three conferences (in Rzeszów, Toruń and Wrocław) scientists will discuss the issues of the internationalisation of science and higher education, the development of the humanities and social sciences and the problems of cooperation with the business sector.
