Recognition of diplomas and space exploration in the new agreements between Poland and China

Cooperation between the Poland and China in the field of space exploration and peaceful use of outer space, as well as cooperation between universities are the subjects of agreements signed last Monday in Warsaw by the governments of both countries.

Documents on cooperation in the field of higher education and cooperation in space exploration between Polish and Chinese governments were signed on Monday in Warsaw. Intergovernmental agreements were signed during the visit of the President of the People\'s Republic of China Xi Jinping in Poland.

Agreement on mutual recognition of diplomas and professional titles in higher education will facilitate cooperation and exchange in higher education. It will also facilitate the mobility of students and the development of education in an international partnership.

"The agreement on the recognition of diplomas with China has been signed. This opens up a big opportunity to attract students from China for Polish universities" - Deputy Prime Minister, Minister of Science and Higher Education Jarosław Gowin commented on the signing of the agreement on Twitter.

Under the agreement, matriculation certificate issued in Poland will entitle to apply for admission to University studies in China. Conversely, the corresponding certificates issued in China will entitle young people to apply for admission to first-cycle and long-cycle Master\'s studies in Poland. Holders of a zhuanke certificate issued by the authorized state school in China are eligible to apply for first-cycle studies in Poland.

The decision on the recognition of achieved learning outcomes and the results of passed exams lies with the university - as written in the document.

For those who wish to continue their education abroad after completing undergraduate studies, the rules for the recognition of diplomas in both countries have been specified. Under the agreement, obtaining a master\'s degree diploma in Poland entitles to apply for admission to doctoral studies and postgraduate studies in China. The same principle will apply to Chinese students wishing to continue their studies in Poland.

According to the Ministry of Science, in the current academic year nearly 800 students and 34 doctoral students from China received education in Poland. Nearly 50 people from that country were in Poland on long-term fellowships. Over 100 people from China came to Poland as part of exchange, and nearly 70 Chinese citizens received other forms of education in Poland. Among the most popular courses taken by people from China are instrument studies, management, economics, psychology, finance and accounting.

In the academic year 2014/15 949 students from China studied in Poland. Most of them were accepted to Warsaw University of Technology, University of Social Sciences and Humanities in Warsaw, Gdańsk University of Technology, the University of Warsaw and the University of Gdańsk.

In September 2015, during the 3rd Polish-Chinese Forum of Rectors in Warsaw Chinese Vice Minister of Education Hao Ping said that 35.5 million people studied in China in 2014. "Gross schooling rate in higher education was 37.5 per cent. China has 2824 universities and other higher education institutions, including those for adults" - he said.

At Monday\'s meeting the parties also signed a memorandum on understanding between the Polish Space Agency "POLSA" and the Chinese National Space Agency "CNSA". This document concerns to cooperation in the field of space exploration and use of outer space for peaceful purposes. The agreement provides the organizational framework and tools that allow the agencies to cooperate in the field of exploration and peaceful use of outer space.

Cooperation is expected to include space research (including astrophysics and studies of the Solar System), exchange and use of satellite data for the development of Earth sciences, observation, monitoring of climate change and the environment; development of space technology in the areas of telecommunications, scientific tools and space infrastructure.

The agreement will facilitate, among other things, planning and implementation of joint space projects, exchange programs and personnel training, exchange of equipment, documentation, data, results of experiments and scientific information, and the organization of scientific symposia and workshops. The two countries can promote and develop cooperation between their organizations, institutions and companies, as well as to support the creation of joint research centres and laboratories in order to create a friendly environment for the joint projects of these organizations - reads the agreement.

For existing, Polish-Chinese joint ventures in this respect include the successful launch of Polish satellite BRITE PL-Heweliusz by a Chinese Long March 4B rocket on August 19, 2014.
