The president signed the law on the certification of Polish language skills

Easier access to exams and certificates attesting knowledge of Polish introduces language is introduced in the amendment, which President Bronislaw Komorowski signed last Friday. The new regulations will allow more people to take the exams.

The President signed an amendment to the Law on the Polish Language and the Law on the Organization and Operation of Pension Funds. These provisions concern the system of official certification of proficiency in Polish as a foreign language of a foreigner or a Polish citizen permanently residing abroad.

The new regulations are aimed at increasing the availability of examination in the Polish language as a foreign language both in terms of the number of people who can take this exam, and by introducing the possibility of taking exams at the levels of language proficiency adapted to international standards.

Until now, the body responsible for conducting examinations was the State Commission for the Certification of Proficiency in Polish as a Foreign Language. And in accordance with the provisions of the amendment, exams certifying proficiency in Polish as a foreign language may be held by Polish and foreign universities offering courses in Polish philology, and other entities operating in Poland or abroad, including language schools, Polish institutes and schools abroad. However, to be granted the right to hold the examinations, they must for at least three years conduct courses or classes of Polish language, Polish as a foreign language, or other similar classes. The first authorizations to organize the examinations will be awarded for two years, and further authorizations for up to five years.

According to the amendment, the number of Polish language certification levels will also increase. Instead of the previous three levels, ten will be introduced: six from A1 to C2 and four levels for the children and youth.

The law - as stated on the president’s website - provides for, amongst others, the ability to obtain the certificate without examination by persons who have completed studies in Polish or received a matriculation certificate in the Polish educational system, not necessarily in Poland.

The changes to be introduced in the Law on the Polish Language also result in changes in the Law on the Organization and Operation of Pension Funds. In accordance with the provisions of this law, at least two of the members of the management board of a pension fund, including the CEO, have to speak the Polish language. In the case of foreign nationals, Polish language skills should be confirmed with an official certificate. Obtaining this certification will be possible on the terms described in the amended Law on the Polish Language.

The law will come into force after three months from the date of publication.
