The best high school graduates will bring money to universities - the President signed the bill

The best high school graduates will bring extra money to universities. The law introducing this possibility was signed last Thursday by President Andrzej Duda. The law also discontinues the competition for the National Leading Research Centres and the Student Loan Committee.

The amendment to laws including the Law on Higher Education, prepared by PiS members, will enter into force in January 2017.

According to the provisions of the new law, public universities, which accept the best graduates to undergraduate and uniform Masters, will receive additional funding.

"The best - i.e., those who received no less than 85 percent points in the advanced level subject exam. On the other hand (the amendment - PAP) includes 3 percent of the population, which means we primarily take into account those graduates who have obtained a score of 100 percent" - Deputy Minister of Science Teresa Czerwińska explained during the Senate\'s work on the bill.

According to estimates of the Ministry of Science and Higher Education, for each student who has the best high school exit exam results, university may receive about 7 thousand zlotys. In total, each year universities can receive about 79 million zlotys.

Money for the additional funds for universities will come from the funds previously allocated to the National Leading Research Centres (Krajowe Naukowe Ośrodki Wiodące, KNOW). The law discontinues granting the status KNOW, which is the status of the unit with the highest scientific potential in the country. Eleven centres that already have this status will continue to be financed under the existing rules until their KNOW status expires. Also discontinued will be - awarded in a competition - grant for university faculties for implementing systems to improve the quality of education and the National Qualifications Framework.

The Act also provides for the discontinuation of the Student Loan Committee. Disbanding the committee is intended to improve, among other things, the process of redemption of student loans. The necessity of issuing opinions on loan redemption requests by the committee significantly slowed the process, because the committee deliberated only a few times a year. After the committee is discontinued, the decisions on redemptions will be taken by the Minister of Science.
